Please make sure to rake and bag the leaves from your property and the sidewalk bordering your property before the snow flies. Additionally, remove the weeds, debris from the driveway and edge your lawn to keep your grass from encroaching on the sidewalks.

As of July 2024 we have a New Landscaping company addressing our common areas and in less than three weeks our dainfield is much improved.
As soon as temperatures subside the weeds along Maple Grove will be adderssed.

"Weeds in driveway"
Almost 60% of properties in our subdivision had WEEDS IN DRIVEWAY on July 5th and only a handful of members have address this violations and others reported and post here on this page.
It is not fare for those who adhere to our CC&R's while other members don't.
The picture on the right is only one of many from the last inspection that depicts violations that need to be addressed.
Our subdivision is 25 years old and our fences need mending and replacing. Yes this will cost and it should not take letters of violation and other actions to get members (property owners) to take action and take care of their obligations in a timely manor.

First, all deeded owners’ in Joliette Place subdivision are members of Joliette Place Neighborhood Association Inc. making us all part of our Joliette Place HOA.
Our HOA is comprised of a board of directors who live in the community and are elected by our fellow residents. Our association’s primary function is to ensure all residents are adhering to body’s established rules, sometimes known as covenants, conditions, and restrictions (CC&R).
The duties and responsibilities of a HOA can vary, but most associations manage at least these three:
For higher-end developments right here in Boise, have additional responsibilities that include annual projects, planning community events, or even tougher enforcement procedures for violations with annual budgets over 100 times of that of ours.
As Joliette Place starts as a Self Managing HOA there are a few changes that need and will be made. When Joliette Place reverted back to a self managing HOA we were able to look forward to 2024 and wave our regular annual dues for this year. This decision was made contemplating a few amendments being made and updating our 1999 CC&Rs.
Joliette Place HOA documents are not public records in Idaho. The bylaws and other governing documents are kept with the HOA and are only accessible to HOA members by written request.
* (1) Subject to subsection (5) of this section and section 30-30-1103(3), Idaho Code, a member is entitled to inspect and copy, at a reasonable time and location specified by the corporation, any of the records of the corporation described in section 30-30-1101(5), Idaho Code, if the member gives the corporation written notice or a written demand at least fifteen (15) business days before the date on which the member wishes to inspect and copy.
Business records filed with the Idaho Secretary of State can be found by anyone online by conducting a Business Search on their website. Records include the Articles of Incorporation and other annual reports filed by the HOA.

Our three directors don't wear ties and suits, all of them own and have lived in the subdivision for over 60 years collectively. If you have an interest in either being on the board or being on a committee, please let your wishes be known by writing or emailing the board. All positions are volunteer and non-paid.
Residents are asked to refrain from piling snow onto storm drains. Drains should be left unobstructed to allow for runoff and to help prevent localized flooding. ACHD teams will work to manage storm drains covered in the plowing efforts, and appreciate any help by neighbors to keep an eye on and clear drains to the best of their ability.

Locate the 3 Storm Drains on the map on the left, they are in the Southwest corner (the 3 Green rectangles).
If you have 5 minutes every couple of days please locate and clear the grates of our 3 Storm Drains from SNOW & ICE and possibly leaves and debris not cleaned during fall clean up.
With snowplows heading to residential streets, citizens can help ACHD crews by parking in driveways or off the street. This allows the plows to have a clear path and more effectively clear snow from the roadway. Residents should be aware that vehicles left on the street may be blocked in by snow and should be prepared to dig their vehicles out or have someone on call to do so.
Remember to,
1) Don't shovel snow into the street
2) Clear the gutter so the water can flow as the snow melts
3) Only pile snow on to your own property & not your neighbors or the street
Please park your cars in your garage or on your driveway so the Street Cleaners can do their job to maintain our streets for us.
15 or 20 minutes to shovel and sweep your drive way, half that long if there are two of you.

Clearing snow from sidewalks is the responsibility of the homeowner. For safty, cars should not be parked within 20 feet of a corner 1/18/24
7-5-5: REMOVING SNOW REQUIRED:
Every owner of any building or vacant lot, and every person having the charge of any church, jail or public building in this City shall, during the time snow shall be on the ground, by nine o'clock (9:00) A.M. every morning, when necessary, clear the sidewalks and gutters in front of his property from snow, and keep conveniently free therefrom during the day, so as to allow citizens to use the sidewalks in an easy, safe and commodious manner. It shall be unlawful for any person to neglect or refuse to comply with the provisions of this section. (1952 Code § 9-08-07; amd. 2019 Code)
A homeowner's responsibility is to keep their property clean and safe for all visitors and even folks just walking by.

Failure to do so can result in a misdemeanor charge; misdemeanors in Idaho are punishable by a maximum fine of $1,000 and up to six months in the Ada County Jail, or a combination.
Under Idaho's criminal statute, sweeping or blowing leaves, snow, which is considered debris in gutters, on highways, streets, alleys, or any road that is used for public transportation is a misdemeanor.
